Elements 2018 Defringe command greyed out

Hi,

I imported and edited a portrait in ACR, then exported it to Elements Editor.

Opened a duplicate layer

Selected the background with the magic wand

Made a fill layer and changed the background colour.

Found I had a slight fringe

Went to the Defringe command but it was greyed out.

I then inverted the selection and tried again with the same result.

Could someone please tell me what have I done incorrectly and how to rectify it.

In order to use the Defringe command, the pixels you selected with the magic wand need to be on a separate layer (New>Layer via Copy)
