Elements 2018
An I edit a photo in elements 2018 on a Mac and send it to elements on a pc and be able to re-edit the same photo?

It should not be a problem. Be aware that if you save/send JPEG file, the layer structure will not be preserved. PSD file that is not flattened can be accessed with layers.
