Elements 2020 as Trial, then bought, 2021 delivered will not install

About a month ago I downloaded the Trial version of Elements 2020, ran fine on Windows 7 64 bit, then purchased at conclusion of trial period. However, Elements 2021 downloader was delivered. When trying to download and install Elements 2021 found that it is a Windows 10 application.

Consequently, the software will not work on my Windows 7 computer. So how to I get Elements 2020 or a refund??

You cannot buy Elements 2020 from Adobe.  But you should be able to purchase it from online retailers.  This is a user to user forum, so you will have to contact Adobe to get a refund for your 2021 purchase.
