Elements 2023 won't instal on recent MacBook Pro

I've just downloaded Elements 2023 on a recent MacBook Pro with lots of memory and storage, but the instal fails with:

Error Library not loaded: /Users/*/Downloads/*/libcurl.4.dylib

I'm running MacOS Big Sur, 11.7.

I've tried all the debugging steps I can easily do.

I have Adobe Acrobar Reader, but no other Adobe products.

What to do now?
