Elements 9 - Serial Number

Years ago, I bought a new computer, the computer came installed with Elements 9.  The computer is acting up. In the past, I have done a factory install and Elements has come back up with no issues.  Now it appears the only way, is to do a clean windows 10 install.  This will mean, it won't come back up.  Since I originally purchased the computer, does that mean I own the license?  If so, how do I get the serial number for it?  When I first got the computer, I never registered the software.  I have now tried to resister it, but every time I do, I get the same answer.  Try again later, something about the servers are down.  Is there another way to get the serial number? I have also looked through all the paperwork that came with the computer, and there is no mention of a serial number.
