Enhance menu grayed out

Why are some of the items on the Enhance menu grayed out when I open some photos? It doesn't happen every time. I want to use the haze removal, but it's one of the ones not available. I am using Photoshop Elements 2019, but it also happened occasionally in 2014.

    Then use the menu Image >> mode to convert to RGB. And stay in RGB even if your images are in black and white.

    The pictures I am having trouble with are old B&W postcards I have scanned in greyscale. They are all 8 bit and the option to change mode is greyed out. When I opened another old photo in color, it was 24 bit and the enhance mode worked, but when I converted it to greyscale, the enhance options disappeared and the photo was changed to 8 bit.

    I really want the haze removal on these old photos I scanned. Any more ideas?

    Are they jpeg, bmp, tiff etc?

    If bmp try converting to jpg using:

    File >> Save As

    What type of image? 8 bits or 16 bits?

    If 16 bits tri changing to 8 bits from the menu image mode.

    The Haze removal command is available in 16 bits mode. Two options are missing for me:  red eye removal and black and white conversion.
