Eyedropper tool missing in toolbar of Mac Photoshop Elements 2018

I just installed the Mac version of Photoshop Elements 2018 on my iMac in macOS 10.13.3 High Sierra.

Can someone please help me find the eyedropper and fill tools in Photoshop Elements 2018 for Mac? They are missing in the toolbar.
