Dear members of this community,
I use the good old Photoshop Elements 15 for editing my photo's. Some years ago a edited a photo with a filter, suggesting speed in a selected aerea. Now I don't remember which filter I used and I can't find it back in the filter galary. Does anyone know how to create the photo I attached to this message??

I think you're looking for the Filter>Blur>Radial Blur (Zoom option).

But, it seems to me that if you didn't know where to find that, perhaps you used one of the Guided Edits>Fun Edits to create the effect.

BTW, the photo used for the Speed Pan effect GE was taken by me.  😊
