Find Application Manager to download for Elements 13?

Upon trying to open Elements 13 I get the following message:

When I try to go there I get sent everywhere else.  Where is it?  I need to download a new copy so I can open my program.

I downloaded from the link you provided, only to find that it is for the Macintosh platform, not Windows.  Where is the Windows download link?  Thanks.

Thank you for your help.  I went there and it says it is the Application Manager for the Creative Cloud, not Photoshop Elements 13.  Does the Application Manager for Creative Cloud also work for Elements 13 and, if so, why is it not mentioned anywhere in the information provided?  Just checking before I try downloading.

Yes it works for photoshop elements as well.
