I bought Photoshop Elements 2021 from a third party with free lifetime upgrades I signed up for an Abode Creative Cloud Account that I log in to via Facebook but now I can't update my way out of date programme and can't speak to anyone about it. It seems they think it OK to abdicate customer support to this forum. Any help out there or do I need to purchase again?
Photoshop and Photoshop Elements are separate applications. I'm glad we could help you sort this out.

Most Photoshop plug-ins work with Photoshop Elements. However, those that are based on Actions do not unless the two programs share the command. The snippet of the magazine shared by Jane does not talk about plug-ins. It only describes actions and presets.

I've moved your post from Photoshop to Photoshop Elements.
Adobe does not have free lifetime upgrades. Who was the third party who sold you PSE? You might need to take this up with them if they are still in business.
Currently PSE is available as a three-year term license.

Not sure as I can't find the receipt - I paid $67 and I can sign in successfully on the adobe website but it doesn't seem to think I have any services and above all I am frustrated at not being able to speak to someone from the complany about it which in my opinion should be a basic right

Where did you purchase it from?
There are no free upgrades, only updates if Adobe makes them available.
You can get an upgrade discount if you purchase directly from Adobe.

As I said i do not recall the name of the American company i bought it from. I have no trouble using it per se but it will not let me add in plug ins I get from Digital Camera Magazine. I am sorry but I am not very tech savvie

So what exactly is your problem? As has already been stated, there will be no further updates to Elements 2021. There is no such thing as a free Adobe upgrade. You can continue to use Elements 2021 which has a perpetual license. If you purchase Elements 2025, it will have a 3 year term license which means that it will stop working 3 years after you first activate it. However, we have been led to believe that the Organizer will continue to work if you do not purchase a new license at the end of 3 years.
You say that Elements 2021 will not allow you to add plug-ins you have obtained from Digital Camera Magazine. Are these free plug-ins? If so, give us a link and we will see if they work with Elements 2021.
You also say that you are not tech savvy. So please explain what you have tried to do to install the plug-ins and what problems you have had in adding the plug-ins.

In addition to what Greg said, are the plug-ins from Digital Camera Magazine for Photoshop (where you posted) or Photoshop Elements (which you are using)?

Manually put the ATN files here:
C:\Users\User\AppData\Roaming\Adobe\Photoshop Elements\19.0\Presets\Actions
Yes, you want the folder that says 19 not 21.
The actions will mostly work until they get to something that Photoshop has , but Photoshop elements does not- the action will just stop. Of course if the actions you acquire are zipped you will have to unzil them before you can use them.
