Have to double tap in order to draw on Photoshop Elements

After using photoshop for many years for all of my illustrating and cartooning needs I can no longer (last few months) draw on my Surface Pro without having to double tap the stylus first. If I do not double tap the stylus works in the move tool function only. This is crazy. I've seen others make the same complaint. What is the fix? I've recently reset my computer and re-installed Photoshop (Elements CS6 version 13) and that did not help. Please help.

Photoshop (Elements CS6 version 13)

Can you confirm exactly which version of Photoshop you've got? There's no such version as the one listed above.

There's

  • Photoshop CS6 (version 13) - which is the full blown version with all features, or
  • Photoshop Elements version 13 - the little cousin of full Photoshop

Also, which operating system?

It would also be helpful if you can provide some links showing us where you've seen others make the same complaint.
