Help needed after windows update

I am struggling with PSE9. I started this morning with the well documented issue regarding loss of text on the pulldown menus - this I solved with help from a forum post about a registry entry regarding the system fonts.
However I now have a problem with the display of images - no matter what format of image file I open with PSE9, it appears "posterised", in other words it looks as if the number of colours has been reduced, resulting in colour banding and false colourisation.
I believe this is an issue with the latest "creators update" for windows 10 and as such is not Adobe's fault, however I would like to ask if there is a way around this problem. My windows version is "1703 - build 15063.674". My copy of PSE9 is the bundle for Photoshop and Premiere Elements 9, paid for and properly registered with Adobe.
I have tried resetting user options (ctrl+alt+shift when starting the editor) but this made no difference. I have also tried recalibrating my display and instaling the latest drivers - nothing seems to work.
I have spent hours looking through these forums and cannot seem to find a match for this specific problem - if there is, then I have missed it and I apologise for duplication.
