All apps in the Elements range can add music to a slideshow (as well as Photoshop or Lightroom).

Your choice will depend on what you want to do.

1 - While organizing your picture in the organizer, you can select a number of pictures and display a simple slideshow with music. You can choose the music, but you can't choose effects and you can't save the slideshow for use on another device. You can choose the display time for the frames. It's in the menu 'Full Screen mode', shortcut F11.

2 - With Photoshop Elements, you can make high resolution mp4 videos. You have a choice of several 'themes' to create automatically those videos. The result is generally impressive and avoids the usual boring homemade slideshow effect. You can choose the themes, arrange your frames order, select music add text frames... but you won't be able to 'customize' the slideshow with transitions or frame duration.

3 - For full customization, you need Premiere Elements. It's very powerful and flexible, but be prepared to take the time to learn the software. You can create slideshows from videos or photos.

Trying to add to Michel's post....

Another benefit to Premiere Elements is that it can output MP4 slideshows in a 4K format to match and take advantage of the higher resolution TVs we are now buying.

Not well documented is a  relationship to Lightroom for photographers that like to shoot in RAW.  Premiere Elements incorporates Adobe ACR, with updates, "under the hood" where you can't see it.  In Lightroom Classic you can elect to save adjustments in sidecar (.xmp) files along with the standard catalog.  Premiere Elements, in the Add Media routine, will accept RAW files and interpret the Lightroom adjustments that were recorded in the .xmp files.  In other words, you can do your "Photography" in Lightroom and build a 4K slideshow in Premiere Elements without creating intermediary files.
