The Best way to create a .ico is in Photoshop Extended (photoshop CC cannot).
set the color to RGB Color (only) and
set it to 8 bits/channel.
it will give you a message
click ok or yes.
4. Then save as
and in the Format dropdown choose, ICO,
save it
then gives you a choice of Standard ICO and PNG,
I pick Standard ICO and click ok. you done.

I followed your receipe, but 8-bit channel is grayed out (using the Adobe Premiere elements 2025)?
Do you have a solution for that?

That means it's allready in 8-bit. You can't make ico files in pse without an ico plugin, and the max image size is 256 x 256. Same goes for photoshop (Which has been subscription based for over 10 years)- it requires a plug-in.
The post you responded to is 12 years old and the software used in that old description no longer exists.
Tons of free icon making things out there.

1. save ure file as `save for web` *.png format.
2. http://www.convertico.com/ check it and convert png -> ico. Enjoy!
