All that does is turn the picture. I am asking how to turn a portrait sized picture into a landscape and have it be a 5x7 with 7 inches being the width so I can put it in a frame that is 5" High and 7" Wide.

Create a new blank file 5" high and 7" wide. Place your picture inside it.
