Forgive me if this is answered and I couldn't find it (I'm new, so I'm not sure if I'm navigating properly)...
How do I make a font 400 weight?
I bought and installed Futura PT Light, but I need to make it 300 or 400 weight.

On the Type tool's option bar, highlight the pt value that is on display, then type in the value that is appropriate for your purpose. You are not limited to the default values in the drop-down. Depending on the resolution of the file, you may not need 400 pt.

Because I'm a newbie, I can't seem to figure out where to do this. For instance, I can select Futura PT Light, (but not change the font style--it stays on Light) and I can change 11pt font size, but I can't see what else I click to change weight.
Any help is greatly appreciated! 😃

You did not stipulate the version of PSE. To the best of my knowledge, this facility is not available in PSE.

The Font Style just below the Font Selection is the Font Weight.
That font just doesn't have any other weight settings available.
You should probably ask over here where all the Typography experts hang out.
