Hi there,
I want to keep the width pixel size the same but change the height of the background layer (canvas).
Cannot for the life of me figure out how to do this.
When I uncheck constrain proportions and choose reshape, of course the proportions are off on the layers within and when I try to resize each of those layers, they become blurry.

Access the crop tool and enter the dimensions to suit. Unless you want to change the resolution as well, leave the resolution field blank.

Further to what hatstead said, cropping affects the entire image, not only the background layer.

If you want to change the size of the background layer only without affecting other layers, using resize canvas is a good option. It fills the background layer with the background color selected. In case when the image doesn't has any background layer, it adds transparent pixels to the last layer of the image
