Ensure you save into the presets holder. See if my YouTube video helps.
Finally, finally got it - I think. The renaming of an abr file etc, looks far too complicated for me, but it can be done on this video - buyt is not made clear. Turns out this is a problem encountered by many.
On the video, 3 minutes in, it says click 'Save Brushes' at the bottom of the 3 dots, NOT 'Save Brush' which is at the top!!!. I think this has stumped everyone, not surpsingly. If the brushes do not show, click 'Load Brushes'.

DO THIS:
Search your computer for ABR files. Copy one- give it a new name like "My custom brushes"- Put it in here:
C:\Users\User\AppData\Roaming\Adobe\Photoshop Elements\25.0\Presets\Brushes
Use that copied abr file for whatever brushes you make.
Restart the editor.
Open a new canvas.
Pick that newly copied and renamed abr file.
Use that for all the brushes you make.

I got tons of odd brushes installed. I usually copy a small abr file.
Once you create a new brush, you can use the tools withing the brush set to delete the brushes not wanted in the copied set.
