How edit image and text added to a tiff file?? I am desperate! [Elements 14 Windows]

I have a tiff file of a map and need to modify it for a book about ready to publish. I am not an expert by any means in PhotoShop Elements, but I was able to:

1. Add arrows

2. Erase lines

3. Use the horizontal type tool to add to the map legend.

Problem: I cannot select the added text or the arrows to adjust them after I have clicked the arrow to commit. I am looking for a way to select the bounding box which allows edits.

Also, I need to add a couple broken lines and do not see a graphic or a way to do this.

Is there a different program I should be using? Rarely do this type of thing.

I would be most grateful for help - and soon as the publisher is tapping his foot.

Your text should be on a separate layer.

Press CTRL+left click on the the type layer's thumbnail (not on the name), then press CTRL+T to access the transform tool, and you should see the bounding box.
