How to add image to a layer

Just downloaded Elements, but cant seem to figure out how to add elements/images to an existing layer (?) There is no "add to layer/import to layer" function and when drag and drop it just create a new tab..

File >> Place
Then navigate to the second image in the folder.
The image gets dropped in the center and the cross disappears after positioning and re-sizing when the green check-mark is clicked.

File menu>place will allow you to add the entire image. However, if you wish to add only an object, do the following:
In Editor, go to the expert tab.
- Open picture B, the one you wish to select something from to add to another picture.
- Use one of the selection tools, e.g. selection brush, lasso tool, to select the object. You will see an outline ("marching ants") once the selection is complete
- Go to Edit menu>copy to copy the selection to the clipboard
- Open picture A, then go to Edit>paste
- Use the move tool to position object from picture B.
- In the layers palette you should see picture A as the background layer, and object B on a separate layer.
