How to combine photos in Photoshop Elements 15?

Hi, I'm new to photo editing and I know little about it. I bought Elements 15 in the Windows Store and I'm trying to make an effect like this:

Combine four images in this way.

Can someone tell me how to do this? Thank you in advance and sorry my bad english.

    1. Do the math to figure out how large the canvas needs to be for these 4 pictures.
    2. Use the crop tool to crop each picture to the calculated size
    3. To get the black stroke around each picture, go to Select>all, Edit>Stroke(outline)selection. Note, you can adjust the width of the stroke in the dialog. The color of the the stroke is determined by the color of the foreground color chip, black in this case. Place the stroke inside.
    4. Now, go to File>new>blank file, and enter the height and width that you have calculated in step #1. For resolution, enter the same value as that of the pictures. This will be the canvas.(Background layer)
    5. Open picture #1, go to Select>all, then Edit>copy
    6. Go back to the canvas, then Edit>paste. Picture #1 will come in on a separate layer
    7. Use the move tool to position Pict. #1
    8. Repeat steps 5&6&7 for Pictures #2,3,4.
