How to get 2 images onto a 3rd image in Photomerge Compose

Does the solutions given by Mark and Kenneth work for you. If you want to do same with Photomerge Compose, follow the mentioned steps:

1. First bring 1st (first people) and 3rd (animal) image into Photomerge Compose and place the first people on animal paw and  generate target(named Untitled) image.

2. Now bring 2nd (second people) and target image (Untitled) into Photomerge Compose panel and and place the second people on animal paw and generate your required output.

I have 2 separate people, in separate photos that I want to outline and then place on a photo of a stuffed animal putting 1 person on each of the front paws.

1. Open the file with the stuffed animal (A)
2. Now, open the file with person B, and using one of the selection tools, e.g. lasso tool. selection brush, select B. You will see "marching ants" once the selection is complete. Go to Edit menu>Copy to place B on the clipboard.
3. Go back to file A, and go to Edit>Paste
4. Repeat this drill for person C
5. Activate the move tool to position B&C on the paws on A. You can use the corner handles of the bounding box to resize B&C if necessary
6. You should see 3 layers in the layers palette: A background layer, B above this, and C at the top
