How to get the photo editor to start

I've used Photoshop Elements 2018 for a while. This morning when I tried to open it the editor wouldn't come up. After some fumbling I uninstalled elements, downloaded a fresh copy, installed it, and while it the main window comes up, when I touch the Photo Editor tab at the bottom of the page, it just sits there. Nothing happens. I have reinstalled it several times, rebooted my computer, checked task manager for strange things, clear mentions of the editor from the registry. Still no joy. Photo editor is AWOL. (Organize and Video Editor come up fine -- but I never use those.)

How cah I get the photo editor to start?
