I have a full backup of Photoshop Elements 10 which was running under Windows 10. I have the serial number for the software. Can I just purchase a newer version of Photoshop Elements, install it on the newer PC running Windows 11 and restore the backup? Will a backup from such an old version of Photoshop Elements restore correctly into a much newer version of the software?

Yes. You are eligible for a prior user discount if you purchase the latest version of Elements from Adobe. Use the newly installed software to restore your version 10 backup and your catalog will be converted to the newer version. Note that some projects, such as slideshows, will not work in the newer version.

Thanks Greg! I just sent the following email to Adobe.Tech@outlook.com as someone recommended this AM.
Yesterday, in consultation with folks at Adobe about moving my Photoshop Elements 10 to a different computer, I purchased a download of Photoshop Elements 24 and installed in on my Windows 11 laptop. The download appeared as PhotoshopElements_2024_LS30_win64. During the install when prompted for the location of the files I selected "Default". The installation appeared to have completed successfully - I watched the timer click down as the minutes passed. However when it finished I got a popup box that said: "Installation complete. Unable to launch the product automatically. Please quit & launch manually. (Error Code: 111). Get Help" When I clicked on the Get Help I was told to enter the error code number, which I did. The response just said the error code was not found or not valid - or something to that effect, I don't remember the exact wording. I then tried to see if I could launch the program manually. I found 3 folders in Program Files/Adobe which were for Photoshop Elements: Elements 2025 Organizer, Photoshop Elements 2024, and Photoshop Elements 2025. When I clicked on Photoshop Elements 2024 it appeared that the program had opened but it had "Adobe Photoshop Elements 2025" in the upper left hand corner. Elsewhere on the page were 3 options: Organizer, Photo Editor, Video Editor. I clicked on Organizer and got a message: "The required components were not completely installed. Please reinstall the application". Am I getting this message because I have not yet restored my catalog files from my old version? Or is this truly an error? I have been following the instructions in an Adobe Support document called Move Elements Organizer catalog which was recommended to me by someone at Adobe support. According to that document, I should install the program, open the Organizer and see an empty catalog. At that point I would import my backup files. Bottom line - I don't know what to do now since I don't know why the install isn't right and I don't know why I have 2025 files as well as 2024. Any help would be appreciated.

@ValerieJ41 the email address you have posted is from a scammer!! Adobe will only use an @Adobe.com email address. I assume that the recommendation for the email was via a private message on this forum. Please let me know the identity of
the person who sent you the private message so that we can get them banned from the forum.
If you purchased through the scam email rather than through the official Adobe website, it is possible that you have been provided with stolen software. Elements 2025 has not been released. I suspect that is why you are having difficult opening the program. Can you please confirm where you purchased the software and also please send me a private message with a screenshot showing any 2025 label. I shall be reporting this to Adobe if you have in fact been scammed in this way.
I shall await your response before suggesting how you should proceed.

@ValerieJ41, I no longer need the screenshot. Others are having the same installation problem as you and Adobe is working on an urgent fix. But it sounds like you have received an email notification of the private message from the scammer. Please respond in this thread with the name of that person who contacted you with the fake email address. Thanks. I will let you know when the installation files problem has been fixed and we can proceed with your backup issue from there.
