Since you are a newbie, let's start at the very beginning (a very good place to start ).

First of all, everything in PSE is based on layers. What are they? Well, to visualize layers, remember your old biology textbook? There was a page showing a blank outline of the human body. On top of that page was a mylar sheet showing the skeletal system. On top of that another mylar with the muscular system.  Another with the circulatory system, another with organs, etc. Viewing the page shows the net merge of all the mylars. In PSE, the mylar equivalents are the layers.

So here is an example.  The layers are displayed in the Layers Palette.

I started with a blank white layer, named by default  "Background".

I used the Text tool to create the 3 portions of text. Each is on its own layer with transparent background (indicated by checkerboard pattern). You have complete control of specifying the font, color, size, location, etc. The top line of text I outlined in black.

I then added the 2 photos. They are also on separate layers with transparent background. As with all layers you have control of the size and location.

I did a Google Image search to find the cornucopia.  I specified a file type of PNG which has transparent background.  Note that for other file types such as JPG which do not have transparent background, the cornucopia would appear with a white rectangular background which would look terrible!

I first added the left cornucopia, duplicated its layer, and flipped the layer horizontally to create the right one.

I moved the left cornucopia layer below the text layer to that the text overlaps it, and moved the right cornucopia layer above the photo layer.

Finally I added a color fill layer at the bottom of the stack.

All this is basic PSE stuff.
