How to print 2 passport pictures on one 4x6 photo paper

I am using PSE 9 - I need to print two passport pictures (2"x2") on one 4x6 photo paper. My  printer is an HP Officejet pro 8600, I understand I have to create a file with the two pictures using PSE to send to the printer. Could I get some help on how to do this?

Correct answer hatstead
  1. Go to File>new blank file. Enter the paper dimensions, resolution 240 px/in, background white
  2. Open your picture file
  3. Crop your picture to 2x2 " with the crop tool. On this this tool's option bar, enter resolution 240 px/in as well.
  4. Go to Select>all, then Edit>copy to put it on the clipboard
  5. Go back to the blank file from step #1, then Edit>paste
  6. Position the picture with the move tool
  7. Edit>paste again and position for the 2nd picture.

Further to above, The US Dept. of State has a photo tool for this purpose, and also lists requirements for the photo.
