I am new to Elements - i would like to overlay a line drawing of a photo as a temporary layer on top of artwork I have drawn in order to “check” the accuracy. Any steps or tips to get me going?

Since you are new to Elements, here is a screenshot of what Bob is referring to, in case you are not familiar with it.

    Put it on a layer above the other layer(s) and decrease its opacity.
