I Can't Move The Object I Pasted In

I am using Elements 15 and used it several times to make things years ago. However, I am trying to make a graphic and had to change something on the graphic, so I cut it out and remade it and tried to paste it into the same area where it was removed. But when I pasted it into the graphic, the paste was settled. There was no option to move it. When I pasted it the pasted part was in the middle of the graphic. I needed it to be in the place where I removed it in the first place which was closer to the bottom. I used to be able to use the arrow buttons to move the paste around but that didn't work this time. There was no way to move the paste. Thanks for any help on this.

Try this:

1. Open the original photofile

2. Duplicate the Background layer, shut off the visibility of the Background layer, and work on the Background copy layer

3. Activate the lasso tool and select the original graphic, and once the selection is complete, hit delete on the keyboard. This should leave you with a transparent area

4. Copy and then paste the replacement graphic on the original file. This will come in on a separate layer

5. Activate the move tool and position the replacement graphic. The arrow keys should work.
