Photoshop elements 2019 is not subscription or part of the creative cloud.

It's a perpetual license, meaning you only pay once for the software license.

It's unfortunate that adobe chose such confusing naming schemes for their software, since many users confuse photoshop

with photoshop elements and vice versa because of the similar names.

Yes.  Photoshop Elements is stand alone software aimed at hobbyists and amateurs who don't need all the bells & whistles in Photoshop CC.  PS Elements is available for single purchase.  No subscription required.

If you do not want to or are unable to register for an account, then you would have to look elsewhere: for example, PhotoLine, Affinity Photo, Gimp, or Krita, or Paint.NET.

But even with PhotoLine and Affinity you would have to provide your email address and personal info such as payment information. Only Gimp, Krita, and Paint.NET require no exchange of any personal information, because those are open source and free.

I should say it’s a way of Adobe making sure a serial number isn’t shared. Also of helping people find lost serial numbers.
