After I posted about my Photoshop and Premier 2019 suite not installing I received an email from -- Benjamin Ostrov.. with the following Message:

Is this Legit? Is [Link removed by moderator] a legit Adobe support email address. I downloaded the software from the link, but the installation didn't work. I didn't get suspicious until I noticed the outlook.com address afterwards.

No, it is not legit.
Adobe doesn't use outlook.com.

Well, I just hope that whatever I downloaded and tried to install isn't a virus or malware.

ProDesignTools is legit, although not all the download links work because Adobe no longer allows some downloads.
