issue with elements 15

i just downloaded elements 15 to my windows 10, but when i go into the program and try to reduce any tool boxes (gradient for example) it won't reduce.  my arrow is there but nothing happens.  i've tried this several times.  no matter where i put the arrow to reduce the box i can't.  if this is a problem with 15 then i'll get my money back.

    yea!  it also helped that i went into the compatibility troubleshooter and found that it was running in windows 8 mode when i have windows 10. i unclicked that box and the program runs much better.

    Sorry for the inconvenience.

    Please try resetting Preferences and see if it helps.

    To do so:

    Keep Ctrl + Alt + Shift keys pressed while launching Editor.

    A dialog will pop up asking to Delete Photoshop Elements Settings File?

    Say Yes.

    Let us know if the issue persists.

    Would this work on a mac using control + option + shift?  I am having similar issues using photoshop elements after upgrading my OS to mac OS X 10.12.1 (sierra).
