Layer jumping while scaling in PE 2022

Just started using the new 2022 Elements.  While trying to scale a 50% transparency top layer portrait to match the bottom layer portrait forehead to chin, the top layer jumps around--sometimes right off the workspace.  I routinely did this using the pics's handles before or using numerical values in previous PE versions.  What gives?
