Layers Not Working for RAW Images

I cannot add layers in PSE15 when attempting to edit RAW images.  (See first screen shot.)  But it will let me edit the same photos in their .JPG version.  (See second screen shot.)  I was able to edit RAW images previously, and I am unsure of what has changed.  Tanks in advanced for any help/advice.

    Elements does not support layers in 16 bits mode.

    You can either:

    - in the Camera raw dialog: set the menu on the middle of the bottom bar to open in 8-bits

    - in the editor:  menu Image >> Mode, tick 8-bits mode

      Thank you very much!  I don't know how that got changed, but that's what it was.  I'll remember that for next time.  Thank you once more.
