Learning to use Photoshow Elements

I have long been a big fan of Photoshop Elements. I have learned how to do some of the simple edits and repairs, I know I have only learned a fraction of what PE can do. One of the most frequent problems I run into is removing glare. I am still learning to take the photo and keep the glare at a usable level. I am not there yet.
I noticed that Elon Musk had a bit of a glare problem when he announced his new Mars-bound rocket, STARSHIP. I have attached a copy from his new release. This is a good example of the type of problem I have not learned to correct. The glare just to the right of the American Flag is what needs to be removed. Can anyone tell me how to do this using Photoshop Elements. I think if I could learn to do this type of correction, a large number of prints that I have would, or could become, usable.
Any tips from the Community would be greatly appreciated. I certainly do appreciate your assistance and thank you in advance.
