There is no longer a similar option in Elements.
Do you still have an older Elements version installed? The problem is that with today's high resolution pictures, old solutions won't do justice to the quality of your pictures. On the other hand, web flash galleries are obsolete. I can understand the choice of Adobe to concentrate on the .mp4 quality video format which is very universal now.
For advanced and customized slideshows, the obvious choice is the Premiere Elements companion, or Lightroom...
There are many free third party slideshows builders available.
It's a pity Photoshop Elements does not offer a pdf slideshow option like before. The only pdf option of the kind is the multi page pdf files created to share a batch of files by mail in the 'share' section. It's also possible to use free third-party softwares to create simple pdf slideshows.
One tip I give to friends or relatives is to download powerful and free softwares like FastStone, Xnview, Irfanview etc.
I send them two versions of my selection of an event or creation: one resized for display (easily shared on the web) and another in full or high res (on Dropbox or an USB stick). They can use the software for a manual slideshow with the option to zoom out for details.
