Missing (quick/guided/expert) PSE23

I'm running PSE 2023 on a new HP Envy desktop running the latest version of Win 11. Until recently PSE worked as it should but now the quick/guided/expert modes are missing. I've tried updating preferences and reinstalling,  (which stuck me in quick mode instead of expert).
