Mouseover tool descriptions (text bubbles) not appearing Elements 15

The button for "Show Tool Tips" is checked. This is a trial version downloaded yesterday. When closing 15 and reopening 12, the descriptions upon rolling over a tool are there like normal. I tried turning off the button, hitting okay. No change. Back on, no change.

    It is working OK for me on W10 - see image below. Try re-booting your computer.

    Or go to Preferences >> General

    Click the button "Reset All Warning Dialogs"

    The reset made no change for me. I did not reboot computer because if needed one would hope Adobe would have mentioned that like other software companies when making changes requiring a reboot. This kind of sucks because I am otherwise using Version 12 and would like to upgrade now three versions later. But 12 is going to remain my choice unless finding before the 30-day trial completes a repair for such a weird glitch in Elements 15.

    Sorry that made no difference. Try resetting all tools.
