Yes, you can install Elements 13 on a new computer but you may have to deactivate the license on the old machine in order to activate it on the new one.  (This is not the case if you are certain that you have only installed the program on one computer and one OS before.  But if you have upgraded from Windows 10 to Windows 11, Elements will probably treat that as installing on 2 computers which is the limit for activations.)

@davidw27022169 do you mean Photoshop Elements 13, you can't move apps from one PC to another, you need to install them, if indeed you do mean Photoshop Elements 13 you can download it from here

You will of course need your serial number to activate it

It could be either Ged. I wondered which it was, but got distracted earlier before I could ask. 😊

Thank you for clarifying David! I've moved your post to Photoshop Elements for you.

The Experts there will want to know what version of Windows you have, as PSE 13 was released in 2014.

Thanks so much for the help. I was able to find my serial number and a link to download the program once I was able to sign into my adobe account. All is well now and ps13 is installed and running on the new laptop. I did have to delete the program on the old laptop.

Greg: I have similar situation: I want to use photoshop E13 on a new pc, but the disk drive in the old PC with E13 died, and was unrecoverable.  Therefore, I cannot "unregister" E13 on the old PC.  How do we update the Adobe database that holds my serial number & old PC's ID?
