Must double-tap/click to use brushes in Elements 11?

In the years I have used Elements 11 and downloaded it on a Windows 10 device, I have never see this issue.
I recently downloaded Elements 11 onto a 2-in-1 computer with Windows 10. I went to go use it, and I noticed simply running my stylus or finger across the screen does not activate the brush. I have to double tap my screen and it produces a line. This is very inconvenient and would have to change my whole style of drawing if that were the case.

I have used other applications and they work perfectly fine.
