New Elements 15 activation refuses to load!

I am just starting the process of identifying this problem.  As a 74 year old "semi-geek" that has been loyal to Photoshop and Premiere Elements through multiple annual upgrade purchases, I deserve a little help.

Situation:

Two Acer dual core Pentium 64 bit systems initially designed for Windows 7(x64), now off warranty and upgraded from Win 7 (X64) to Win 10.  Home network with shared mapped USB 2.0 connected 1tb drive with old fashioned "IP V4" public NTFS file system.  3.5k digital image collection on this drive connected to a first generation Linksys WRT 1900AC router.  Virtually identical system configurations with "yours, mine, and ours" Windows user/account structures evolved from the early days of Windows networking.  Two out of the three 'users' have Microsoft Accounts permanently authenticating with Microsoft on both systems.

As the "customer" I was able to set things up under the "ours" account and successfully launch Elements under both the "mine" and "yours" accounts one of which which also has a separate Microsoft identity on the older, slower of the two systems.  My wife does not want a Microsoft account so her accounts on the two systems are Local.  On the system where Elements was initially activated, her account "works" just fine.  On the system with the failure, NONE of the Windows logins will launch Elements after my initial installation via re-download and full "put in the activation keys" setup done via the "ours" account.  The only known difference is that prior to the install on the faster system, Elements 13, that had been activated at one time, was completely removed.  On the system that installed correctly, Elements 13 was not removed until after Elements 15 was installed.

On the older system, Chronic issues with importing new photos apparently related to LAN delays or Win 10 upgrade under Elements 13 on the "older" of the two machines.  Upgraded successfully to Elements 15 but problems persist.

New Elements 15 downloaded and apparently successfully activated on the faster, newer, Acer desktop.  Every time I try to start either Photoshop or Premier Elements on this second machine, it never launches successfully after initially accepting the keys pasted in from email.  From another post, I have learned how to post from the Error logs, and will follow up shortly via this second machine with a post including log entry.

Further progress: 

Two .dll files left over from a long removed "freeware" version of Lavasoft's "protection" software were removed from the

C:\..system32 directory where they interfered with Photoshop Elements Organizer's startup.  When the file which was "blowing up" the startup was removed, the problem went away!

I just sent you a log detail from the installation. It makes no sense

to me how a 64 bit .dll would be stored in the 32 bit side of things.

Obviously, that is where this installation is looking.

Fortunately, on my older system, the problem does not occur. These two

systems both have three "Windows Accounts" on them that have been given

"Administrator" rights. i installed Photoshop/Premiere Elements via a

different named user account on the system that works! The failing

account on the failing computer underwent name changes between Windows 7

and Windows 10. When it was originally set up, I believe it was

"nadmin" Windows 10 calls it "The Ayres" and this name does not appear

to have any connection to the underlying path. I hope this helps.
