New Layer Setting?

Anyone know if theres a way or setting to change the way a new layer is added? New layers are only added above the selected layer but it would help a lot with my workflow if new layers could also be added below selected layer instead of only above.

Am I alone in this?

You can already do that by holding Cmd (mac) or Ctrl (windows) while clicking on the Create a new layer icon

at the top left on the Layers panel.

Hold down Cmd Option (mac) or Ctrl + Alt (windows) to also open the New Layer dialog.
