No Scanner detected

I have Photoshop 4 on Windows 7 and if I try to import from scanner it recognises my Epson XP-960 scanner on my home wifi network.

Now I have bought Photoshop 2018 and go to import, it tells me it cannot find a suitable device. 

If I reinstall Photoshop 4 that still recognises my scanner. Am I compelled to have both versions on computer.

To make it more irritating if I put the Photoshop 2018 on my Mac, that recognises the scanner ok.

What am I doing wrong with PS 2018 on my PC?

I have spent hours searching various FAQ's on this site and the web without success.
