In Windowa, open File Explorer.

Go to WINDOWS (C)>Program Files>Adobe>Photoshop Elements- your version->Presets>Brushes. Copy/paste your new brush here.

Bonjour,

This seems very complicated to me whereas in Photoshop CC you just have to give a name to the new brush and you will immediately find it in the list of brushes
