IT Manager and have installed and used Adobe products for years . One of them being Photoshop Elements 8, then 14 and now looking for the latest as these computers are offlline and have to be. Once used to activate offline but I no longer see that option to generate a request code to do so. Also, being offline, you cannot have it try to ping every X amount of days to valifate a license. ( As I was told this would be the case if we were able to get a version activated)
Opened up a support call, and after 3 call backs lasting and repeating information for 2+ hours in total, they apologized and said this is not possible.
We had to goto a competitor dor 6+ licenses as they still have the option and it can do what we need.
There are many gov subsontractors with secured areas that do not necessarilly have internet.
Unnecessary and frustrating attempts with support over what was thought to be a basic option for procust use.

I know Adobe can do that for government agencies using Creative Cloud apps like Photoshop. They might not want to do it for Elements products.
