Message "Loading the Elements Organizer Workspace..." appears but nothing happens.

What OS and version of Elements are you using?

 

Try pressing the Shift key while launching the program.  That should open the Manage Catalogs dialog.  Create a new catalog and see if the program will launch properly if you open the empty new catalog.
