Organizer.exe is missing

Win10 Anniversary Edition was damaged about a week ago and I had to reinstall a lot  (but not all) of  the software. It required reinstallation of PhotoShop Elements 10 and Premiere Elements 10. Got  PSE to work w/o the home screen but organizer.exe is missing. I created a shortcut for PSE editor and it opens just fine but when I click on the organize button, I receive the message Organizer Workspace is loading with a progress bar, but it never loads. I looked for PhotoShop Elements.exe and it is missing.

Uninstalled twice and reinstalled from original registered disks.. Nothing  seems to work.

On a related note (probably the wrong forum) but Premeire Elelents 10 won't open with a Configuration error Error 1. Tried two uninstall/reinstalls with it as well.

    Hi,

    I would suggest you to uninstall the program using Adobe CC Cleaner tool. Find instructions here : Use the Creative Cloud Cleaner Tool to solve installation problems

    And reinstall the application afresh.

    Thanks. I did that and now both Photoshop Elements and Premeire Elements installed and work fine in the edit mode, but organizer doesn't work. The error message is: "DirectX could not be initialized. Please be sure it is installed." DirectX 12 is installed. See the screen shot below.

    Should I try installing an earlier version (compatibility problem) or verify its location.(Where should it be, seems to be located in another Application folder?

    Any help would be appreciated?
