Photoshop 24 elements guided buttons not there

I'm not sure it ever installed properly, raw never installed, but now guided doesn't work. I just get the spinning thing. Also on quick, nothing shows up in the right panel, just the spinning thing. I hope the screen shots help. Thanks.

LOG OUT OF THE EDITOR. 

Then uninstall it.

Redown from your adobe account, install it.

Make sure your video drivers (the software that controls your video card) are up to date.

I've got 16.4 installed in pse 2024.    You really don't need to be concerned about having the latest version installed unless your camera requires it.
