Photoshop 9.0 installation problem

I have finally gotten the file to reinstall my copy of Photoshop 9.0 after a computer crash.   I clicked on the file after downloading.  I get a small window with a "read me" in four languages.  I have read the English version.  I can't find anything about what I'm supposed to do.  There is a "Adobe Photoshop Elements 9" link in the small window.  I get four file titles:  Deploy, Install, Packages, Payloads.  When I click on "install  I get:  “Install” can’t be opened. You should eject the disk image.  I don't know whether I should do this or not.  HOW DO I INSTALL THIS SOFTWARE?

Mac or Windows, and EXACTLY which version of the operating system?

Recent Mac AND Windows operating systems have been known to cause "odd" problems

Since you don't specify your operating system, notes for both are below

CS6 and earlier programs have not been tested and will not be updated for Mac El Capitan/Sierra

-which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates

-Apple did not maintain backward compatibility with old programs in El Capitan or Sierra

--Adobe has a workaround to Apple's problem of not maintaining backward compatibility

--READ HERE https://forums.adobe.com/thread/2301916 for an Adobe solution to installing old programs, including a link to installing the old Java runtime that is required

Two ideas that MAY work to install and/or run old programs in Windows 10

-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

Sounds photoshop elements 9 on mac os?

If so, follow the instructions here under Creative Suite 5.5, 5, and 4

Installing Creative Suite on macOS 10.12 (Sierra)

1. Double click on the downloaded PhotoshopElements_9_LS15.dmg to mount it.

2. Double click on the Adobe Photoshop Elements icon in the window that appears

3. Right click on the Install.app and click on Show Package Contents

4. Open Terminal by going to Applications>Utilities>Terminal

5. Go to the MacOS folder

6. Drag the Install into the Terminal window and press Return
