Photoshop Element 2024: crashing on load even though I have SSE4.2

I can load Organiser but when I try to load Editor it crashes saying it can't find ippcvy8.dll,

When I check Support it says the reason is SSE4.2 is required for latest version.

I am running an intel i7 processor with SSE4.2, still crashes.

A suggestion:

Download, install, and  forget about it, simply leave it alone once you've installed it:  No reason to worry about getting "automatically charged" for anything.

Reboot your computer after you install it.
