Photoshop Elements 10 - Application has requested the runtime to terminate it in an unusual way

When using photoshop elements 10, it opens and then the message "Application has requested the runtime to terminate it in an unusual way" appears. It then shuts down. How can I fix this?

    Try deleting the preferences file. 

    Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after Photoshop Elements begins launching. Click Yes to delete the Adobe Photoshop Elements settings file.

    If that doesn't work, you may have to uninstall/reinstall the program.
